switch's blocking port questions

| if a switch port is in blocking mode, todd say it can recv BPDU but can't send BPDU.
but Wendell say it can recv and send BPDU. who is right?

| there are 5 stp states
disabled- administratively shut down
blocking- listening for bpdu's
listening- no user data being passed, but sending and receiving bpdu's
learning- still not sending user data, but building it's bridging tables to reduce amount of flooding required when data forwarding does begin.
forwarding- sends and receives user data frames.
so lammle is right on this one.
