where to place the pdc????

got a question on exam summat like dis??

tokyo-------london------paris-----new york
^ ^ ^
t1 t1 56k wan

this is a wan map with 2x t1 lines and a 56k line..question is where the pdc/master domain/accounts go??
surely they go in paris right but i cant find conformation?????for effective replication and logon??(ie t1 line are quite fast??)
