XP, laptop, Dell, out of town and using hotel fast access, shut down and upon restart a light blue bar across the top half of scrren appears and I can't get rid of it. Cannot use the part the blue bar interferes with, non of the remedies I tried work: change desktop settings, user settings, etc.., any help????

Sounds like Inverter Board or LCD failure.

Take it in to the Agents and get them to check it over.
