Why would IE have its HTTP Proxy settings to localhost/port 8080? Is there any reason someone would do this and why? Is this something a hacker would set maliciously on a PC? Anyone know anything about this?

Isn't that the defacto standard to hide it from the outside world unless a general port scan is done. You can still get there by putting :8080 after the URL.

I am talking about a scenario where there is no proxy server.

Well TR I don't have an answer for you at the moment but there is a new nasty that can modify up to 600 processes that you may wish to look into. It is setting up for some major DoS attacks. Generally playing with proxy settings is step one.
