I heard that microsoft makes you pay $$ each year
in order to retain your status of
MCSA/MCSE/MCP etc...

Is this true? I wouldn't be surprised if it was.

not directly, they sometimes retire exams which may make your status change and therefore you have to do new ones to keep status, although this has changed of late as well. because MCSE in NT4 is still continuing althought the exams have been dicontinued.
