Motherboard problem?

| I put a new power supply on a computer. When I got it on the fan on it wouldn't work. I tried others and they wouldn't work. I read later that an ATX power supply had to get a signal from the motherboard through the power switch. Also the monitor wasn't getting a signal as the green light was coming on a few seconds then going orange like it was in power saving mode. I hooked it up to another computer and it worked. I took the video card out and put into another computer and it worked. So maybe it is something on the motherboard or the board it's self. Would a POST diagnostic card help in solving this?
I looked at another computer last night. They had hooked a $50 digital camera to it and the computer froze up. They turned it off and back on and now display on the monitor. I look at it and the fan on the power supply isn't working. I hooked up a power supply teater and the power supply was ok. Even the fan came on. Looks like the same problem as the other computer what with no display and things. Any ideas about the problem?

| The only thing I can think right now is an under rated power supply ,Try to remove some of the load off it .Just hook up the basic (1 hdd, mobo of course).Or maybe just the floppy first and go from there.
Also could try the p/s into another pc.

| Jumpers???
Do you have the right multiplier and bus speed set on the motherboard?? Also, some boards have a jumper that allows to enable/disable a VGA IRQ to be given out by the BIOS.
I would take the mobo out of the case and only hook up the following components:
motherboard
known good processor w/heatsink (of course)
known good power supply
known good memory
known good video card (if external from the board)
just test that to make sure that the board is getting video.
If the board does not get video with those components, it HAS to be the motherboard.
You can use a metal screwdriver to short the pins that control the front power switch to turn it on when it is outside the case, and no, you're not going to fry anything.

| None of the jumpers or anything should have been moved. Everything should be set as it was when it was working. So if nothing has been moved it has to be the mobo right? Where is the switch to disable/enable the VGA IRQ from BIOS? |
