It looks like we need more Info on what you got.You say you see a live Station?
Could it be a TV Card? Or are you watching DVD?
Lets have us know, what kind of Equipment you have, Operating System and what kind of Camera.
Then we should guide you in the right Direction.

You are watching TV online?
Could it be that the connection is too slow,
let me know the Video-card Model.
And let me know if the Camera is USB or Firewire.
How do you get the TV Stations, live from Antenna or online from a Website?

My video card model is Magnum/epert128/x99/expert2000(english)--- ATI

i'm watching TV from a Website,
the camera that i have is digital camera, and it has a feature that if you plug it in into TV, you will see the pictures, so i was thinking if it shows it into a TV, i think it work as a web cam, ( do you think)??

thanks again

Ahhh, now we are talking.
Ok, you are watching streaming Video from a Website, a better Videocard will not help you much. The "blocky" picture that you are experiencing, could come from a slow connection or a busy Server.
See if the Video-Card has a "Video-in" connector.If not,get a Video-Card that has one.
Since you are in the Market for a better Videocard right now, i'd go for the Radeon-all-in-Wonder, which has unbelievable Features.

A good Program to stream Video over the Web is Webcam32, a link is here:

Try the Program first, before you buy it!
