are you in a domain?
if so are there any policies set that would prohibit this kind of thing? you say the admin can do it but the user can't even when he's a member of the admin group, which could mean he's a member of another group who doesn't have acess to those settings

Is the user a member of the local admins? Sounds like he may not have local access rights - not an issue with domain.
