If you live in Ohio it a power surge. In Ca a brown out. I too when doing hardware found many different answers to that question.

thanx Kasor.
hope this question isn't on the test it's confusing
if it's a power surge, wouldn't the lights get brighter?

'flicker' isn't a clear word in the question because it can mean to get brighter and dimmer by fluctuating which could be either a surge or a brownout...am i wrong here?

I'd go with E.

It's clearly not (b) or (c).
From http://www.computerhope.com/jargon/power.htm

Blackout
Describing a location or time when no power is being received.

Brownout
Condition where the received power is lower than normal values. This occurrence can cause damage to the computer or cause components not to work or function properly.

Power surge
An unexpected increase in the amount of electrical voltage in an electrical line. A power surge can provide too much power to a computer or electrical device generally causing damage to that device making the device not operate at all or improperly. Users can help prevent power surges with surge protectors

The answer is therefore (E). There is no other answer.
