what is the difference between dynamic and static port in a switch???

i have a project about VLANs, and one of my parts is to be able,based on a MAC address i can modify vlans not based on a port that you cannect to to be able to modify VLANs, does anybody know who to do that?

static ports are ports that do not change once setup...

dynamic you can plug in a node anywhere ..and it will be placed in the right vlan.
