DHCP - Dynamic Host Configuration Protocol.

This is used to automatically assign IP information to clients configured to use DHCP. This IP information can be the IP address, the subnet mask, default gateway, or any other IP information such as the DNS or WINS server's IP information. The DHCP server leases a valid IP address to a client computer for a certain period of time from a pool, or scope, of pre-configured IP addresses configured by the Network Administrator.

A DHCP server cannot act as a DHCP client, i.e. a DHCP server must have a static IP address assigned to it.

I know that this is a very "scruffy" deffinition, but I hope it helps a little bit.
