need suggestions for information portal

| I maintain a small LAN of about a dozen PCs in a small federal air traffic control facility. We recently completed an upgrade of our LAN from a thinnet, bus network to a CAT5, star-bus network, still running NETBEUI, but with two 10/100 hubs servicing the various levels of our building. A T1 line was recently installed, and as soon as our router arrives, we'll have connectivity to the FAA's WAN - a much needed improvement over our current 28K dial-up connections.
I am working on an idea for an in-house "information portal", a sort of online service center. A main page will be a jumping off point for electronic access to policy and procedures manuals, maps, training materials, and other such material. I wanted to solicit opinions on the best way to implement such a beast. The simplest way would be to just create hyperlinks to various documents on the file server(s), but would this be the best way? I've also read of database driven portals, but for approximately 30 employees, would that be overkill?
I'll tell you that while I have HTML and programming experience, my main strength is in setup and technical support. Any and all suggestions will be welcome.

| BootData,
Thanks. Team Services looks like it may be a good option. I'm going to look around for other options, but if nothing better turns up, I'll see what I can do about getting us a copy. Because of red tape, buying software can be like getting blood from a turnip
