Author Need some help with IIS 2.0

Ok I had great success with install NT 4 Enterprise Edition and am using it right now...whoo hoo!, I installed IIS also and have ftp running and also gopher....my questions are:
What is the Keyfile about for WWW?
What determines which port ftp uses? it defaults to port 21, I`ve seen people use different ports....is there anyway to tell which port is availiable?....better yet how the heck does it work?
I`m just experimenting and don`t have DNS installed and am using my ISPs assigned addy when I dial-up...that last two octets change, each time I log on to my ISP
So I tried this: tried using ftp at 207.194.69.** whichever number I was given at the time of logging onto my ISP.
I know I`m missing something and can use Simple Server (very cool progy) to view things on my pc on the net, so I must be able to use ftp somehow right?
